Sabrina Wolfson
Overview
Sabrina Wolfson represents and advises public agencies in litigation, advice and compliance matters relating to water quality, cost recovery, reuse and redevelopment of contaminated property, environmental due diligence, solid waste and hazardous waste. Sabrina’s water quality work includes representing clients in administrative permitting and enforcement proceedings before California Regional Water Quality Control Boards, representing clients in administrative appeals before the California State Water Resources Control Board and defending clients in federal Clean Water Act actions by citizen groups and the U.S. Environmental Protection Agency. Sabrina’s contaminated property experience includes defending public agencies in CERCLA and RCRA actions, representing redevelopment agencies as plaintiffs in cost recovery actions under the Polanco Redevelopment Act and advising redevelopment agencies on the use of the Polanco Redevelopment Act to compel property owners to remediate contaminated property.
In addition, Sabrina represents and advises redevelopment agencies and municipalities on a broad array of redevelopment, real estate and affordable housing matters. Her redevelopment practice focuses on the acquisition, development, leasing, financing and sale of commercial and residential properties; the development and implementation of affordable housing programs; implementation of redevelopment plans; and compliance with the Community Redevelopment Law, relocation law, and fair housing law. Sabrina regularly assists clients with first-time buyer programs, resale restriction agreements, affordable housing regulatory agreements, leases, disposition and development agreements, owner participation agreements, loan documents, easement agreements, and license agreements.
Prior to joining Meyers Nave, Sabrina was an extern for the U.S. Environmental Protection Agency, Region X and an extern for the Central Puget Sound Growth Management Hearings Board, a state agency charged with interpreting Washington’s Growth Management Act.
Sabrina is admitted to practice in the U.S. District Court of California, Northern and Eastern Districts.
