Neli Palma

Overview

Neli Palma advises and represents public agency clients in eminent domain matters during all phases of the proceedings, from initial entry onto property for project planning, to authorization for filing an action in eminent domain, to litigation, to appeal. For example, Neli currently advises on condemnation actions involving redevelopment projects in the Sacramento area, multiple right of way projects throughout the region, and public works projects such as a sewer line renovation in the East Bay.

Prior to joining Meyers Nave, Neli worked as a Deputy City Attorney for the City of San Francisco. In this capacity, she enforced local, state and federal codes—particularly those related to health and safety regulations, planning issues, building codes, and fair business practices. She has litigated numerous cases, handling matters from initial case review through evaluation, investigation, litigation, appeal, and enforcement of judgments and injunctions. She advised local government departments and agencies regarding litigation and administrative enforcement of municipal codes, matters of public nuisance, and Unfair Competition Law issues. She also assisted in research and expert evidence gathering in San Francisco’s same-sex marriage cases.

Neli has had a variety of additional civic experience, including serving as a commissioner for the San Francisco Rent Stabilization and Arbitration Board and the San Francisco Redevelopment Agency.

Neli is admitted to practice in California courts, the District Court for the Northern District of California, and the U.S. Court of Appeals for the Ninth Circuit.
